The government of Boulder County, Coloroado has awarded their GIS enterprise contract to GCS Research after several months of deliberation. Over a dozen GIS firms from across the country vied for the contract, and the Montana-based GCS Research won because of their reputation for delivering robust service-based software.

Boulder County is a hot-bed of innovation in the high-tech corridor of the Rocky Mountain Front. The county government in this affluent, highly populated area provided public mapping access over the Internet for several years with their E-Mapping program, built and maintained by Boulder County IT staff using ESRI's ArcIMS. To remain compatible and connected to their upgraded Accela and CustomCAMA databases, Boulder County is replacing this system with an ArcGIS Server implementation that GCS Research will build using a Microsoft Silverlight browser plug-in.

The parcel mapping interface will offer a customized search tool for Boulder County that  interfaces with outside search and display tools maintained by other departments. GCS will develop 58 data layers with symbology, labels, map tips, and scale dependencies for clarity. The e-mapping application will integrate with Boulder County's database applications. The secure site will provide user authentication, to classify users by privilege level, and only offer restricted features to specialized users of the site.

"After extensive consideration of a lot proposed solutions, we decided that GCS Research had the best track record for creating service-oriented GIS sites like the one we need," said Cindy Braddock, Deputy Assessor for the Boulder County Assessor's Office. "We considered a number of very qualified firms from a national pool of competitors. Ultimately, we chose GCS Research for their superior high-end services."

"The fact that Boulder County staff have programmed and maintained their own public GIS site for so long says a lot about them," said Dr. Alex Philp, president of GCS Research. "For them to be confident enough to choose GCS, over so many other firms who were contenders, I hope that says a lot about us. We're very honored to have been chosen and will work hard to live up to their considerable expectations, because we know they set the bar high."

The new ArcGIS Server-Silverlight Parcel Mapping site for Boulder County is expected to go on-line in early 2010.
